Project Control Manager – Rail Projects

About the role

The Project Control Manager will lead planning, cost, risk and reporting functions for a large rail infrastructure project in Riyadh. This senior position requires close collaboration with engineering, procurement, construction and client teams to ensure the project stays on schedule, within budget and meets quality standards.

Key responsibilities

• Develop and maintain the Integrated Master Schedule (IMS) for the rail project.
• Monitor project progress against approved baselines and milestones, and produce schedule performance analyses.
• Establish and manage project cost control systems, monitor budgets, and prepare Earned Value Management (EVM) reports.
• Produce weekly and monthly KPI dashboards and progress reports for senior stakeholders.
• Maintain risk registers, lead change management, and evaluate schedule and cost impacts of variations.
• Support commercial teams in claim evaluation, contract compliance, and dispute resolution.
• Lead and mentor project controls staff and ensure consistent control standards across the project.

Required profile

• Bachelor’s degree in Engineering, Construction Management, Project Management or related field; Master’s preferred.
• Minimum 18 years of project controls experience, including at least 10 years in a leadership role on large‑scale rail or transportation projects.
• Relevant certifications such as PMP, PMI‑SP, AACE CCP or PRINCE2 are preferred.
