Recruitment Manager – Talent Acquisition Lead

About the role

Foreground is seeking an experienced Recruitment Manager to lead talent acquisition from its Riyadh office. This hands‑on leadership role will own the full recruitment lifecycle for a complex, project‑driven organization spanning technical, engineering, corporate and investment functions.

Key responsibilities

• Lead end‑to‑end recruitment across the holding company, operating companies and project entities, from workforce planning to onboarding.
• Partner with project directors, functional heads and the investment team to anticipate hiring needs linked to project awards and mobilisation schedules.
• Develop proactive sourcing strategies using direct sourcing, LinkedIn, job boards, referrals and external search partners, with a strong focus on Saudi national talent.
• Own delivery against Saudisation (Nitaqat) targets and ensure recruitment supports the group’s localisation strategy.
• Manage, coach and develop a small recruitment team, setting performance targets and building capability.
• Oversee relationships with recruitment agencies and executive search partners, negotiating terms and monitoring service levels.
• Maintain and optimise the applicant tracking system, ensuring data accuracy and reliable reporting on key metrics.
• Enhance candidate experience and employer brand to position the group as an employer of choice.
• Ensure compliance with Saudi labour law, internal governance and data‑privacy requirements.

Required profile

• Proven experience managing full‑cycle recruitment in a large, project‑oriented organisation.
• Strong knowledge of Saudi labour regulations and Saudisation (Nitaqat) requirements.
• Demonstrated ability to partner with senior business leaders and influence hiring decisions.
• Leadership experience in coaching and developing recruitment teams.
