Senior Commercial Manager

About the role

Parsons is seeking a Senior Commercial Manager to lead the commercial lifecycle of a large‑scale giga project in Riyadh. The role is responsible for shaping commercial strategy, managing contracts, controlling costs and mitigating risks across multi‑billion‑dollar programmes aligned with Vision 2030.

Key responsibilities

• Develop and implement the overall commercial strategy for complex giga projects, ensuring alignment with client and organisational objectives.
• Lead and mentor commercial teams (contracts, procurement, quantity surveying, claims) across multiple workstreams.
• Drive commercial governance, standardise processes and embed best practices throughout the portfolio.
• Oversee end‑to‑end contract management for consultancy, EPC, design‑and‑build and subcontractor agreements.
• Negotiate high‑value contracts, framework agreements and strategic partnerships while protecting project and client interests.
• Manage contractual correspondence, variations, change orders and claims in compliance with FIDIC, bespoke contracts and Saudi regulations.
• Establish budgets, cost plans and forecasts; supervise cost reporting, value‑engineering initiatives and whole‑life cost assessments.
• Analyse financial risks and opportunities, recommending actions to improve margins and cost efficiency.
• Support funding, investment and commercial due‑diligence processes as required.
• Develop procurement strategies for major packages and oversee pre‑qualification, tendering, bid evaluation and award processes.

Required profile

• Minimum 15 years (180 months) of experience in commercial management of large‑scale construction or infrastructure projects.
• Proven track record in contract management, cost control, risk mitigation and value engineering on multi‑billion‑dollar programmes.
• Experience leading multidisciplinary commercial teams and driving governance frameworks.
• Familiarity with Vision 2030 objectives and Saudi regulatory environment.
