Senior Commercial Manager – Tunnel Fit Out Package

About the role

Parsons is seeking a Senior Commercial Manager to lead the commercial and contractual aspects of the Tunnel Fit Out Package on the Diriyah Project in Saudi Arabia. You will be responsible for driving cost‑effective delivery of MEP systems, tunnel cladding, fire & life safety, lighting, ventilation, walkways and related infrastructure while ensuring compliance with local regulations and Parsons’ standards.

Key responsibilities

• Lead all commercial and contractual activities for the tunnel fit‑out scope, aligning with project strategy and Parsons procedures.
• Prepare and manage package budgets, cash‑flow forecasts and cost‑value‑risk (CVR) analyses; monitor actual costs and implement corrective actions.
• Oversee valuations, payment applications, certifications and final account settlements in accordance with FIDIC or client‑specific contracts.
• Draft, review and negotiate sub‑contracts and supply agreements for the tunnel fit‑out works.
• Manage variations, claims and extensions of time, providing robust cost and schedule impact analyses.
• Maintain change‑control processes, identify and price variations and compensation events.
• Maintain commercial risk and opportunity registers and work with engineering, planning and construction teams to mitigate risks and optimise value.
• Develop and implement procurement strategies for local and international suppliers.

Required profile

• Minimum 10 years of commercial management experience in large‑scale construction projects.
• Proven experience with tunnel fit‑out packages, MEP systems and FIDIC‑style contracts.
• Strong knowledge of Saudi Arabian construction regulations and compliance requirements.
• Demonstrated ability to lead multidisciplinary teams and manage complex commercial risk.
