Senior Project Manager – Dry Utilities (Saudi National)

About the role

We are seeking an experienced Senior Project Manager to lead the delivery of dry‑utility and building infrastructure packages for a major programme in Riyadh, Saudi Arabia. The role covers the full project lifecycle from design coordination and pre‑construction through construction, testing, commissioning, energisation, handover and close‑out.

Key responsibilities

• Lead delivery of dry‑utility packages including power MV/LV systems, substations, telecoms, fibre, ICT/ELV, street lighting, utility corridors and service connections.
• Manage and coordinate consultants, contractors, utility providers, authorities and multidisciplinary project teams.
• Oversee project schedules, budgets, risks, changes, interfaces and contractor performance.
• Coordinate design, procurement, construction and site activities to ensure successful package delivery.
• Handle utility interfaces, authority approvals, permits and service connections.
• Supervise testing, commissioning, energisation and final hand‑over activities.
• Monitor progress, identify potential delays or risks and develop recovery plans.
• Ensure compliance with HSE, quality, technical and project requirements and provide executive‑level reporting.

Required profile

• Bachelor’s degree in Electrical, Civil, Building Services Engineering, Construction Management or related discipline.
• 15+ years of progressive experience in infrastructure, utilities, construction or large‑scale programme delivery.
• Proven hands‑on experience delivering dry‑utility packages on major projects.
• Strong background managing contractors, consultants, utility providers and authorities.
• Experience across construction, testing, commissioning, energisation and hand‑over.
• Experience in mixed‑use, urban development or large‑scale infrastructure programmes is highly preferred.
