Senior Technical Project Manager

About the role

We are looking for a seasoned Senior Technical Project Manager to drive the delivery of complex technology initiatives for a government client in Saudi Arabia. The role covers the full project lifecycle from planning through post‑go‑live support, with a focus on secure, regulated environments.

Key responsibilities

• Lead end‑to‑end delivery of large‑scale technical projects, ensuring scope, schedule, budget and quality targets are met.
• Develop and maintain detailed project plans, manage resources, risks, issues, dependencies and executive reporting.
• Coordinate cross‑functional teams including Business Analysis, UI/UX, Development, QA, DevOps, Database, Cybersecurity and Technical Support.
• Oversee integrations with internal and external systems using REST APIs, Web Services, SSO, email, SMS and e‑signature services.
• Implement DevSecOps and Secure Software Development Lifecycle practices such as code reviews, vulnerability management, automated testing and controlled releases.
• Manage change and release activities, including deployment schedules, rollback plans and business continuity requirements.
• Ensure compliance with NCA and DGA controls, data‑privacy rules, access management and audit logging.
• Prepare executive dashboards covering KPIs, SLA performance, project status, risks and corrective actions.

Required profile

• Bachelor’s degree in IT, Computer Science, Engineering, Project Management or a related discipline.
• Minimum 15 years of technical project management experience, with at least 10 years in government or regulated enterprises.
• Proven track record of delivering three or more government or enterprise technology projects in the past seven years.
• Experience leading cross‑functional teams of ten or more members.
• Fluent in Arabic and English, both written and spoken.
• Relevant certifications such as PMP, PRINCE2, Agile, Scrum or ITIL are preferred.
