Software Technical Lead (Riyadh, Onsite)

About the role

We are seeking a Software Technical Lead to act as the single technical authority for a dual‑system engagement in Riyadh. You will own architecture decisions, code quality, release governance, and technical risk for both a modern .NET Core + Angular application and a legacy ASP.NET Web Forms system that must remain fully operational.

Key responsibilities

• Lead all technical decisions across the Correspondence and Archiving systems.
• Manage simultaneous operation of the legacy WebForms platform and the new .NET Core/Angular solution.
• Own the Azure DevOps CI/CD pipeline and provide technical sign‑off for every production deployment.
• Drive migration from stored procedures to Entity Framework Core.
• Chair weekly technical reviews and make Go/No‑Go release decisions.
• Mentor the development team, enforce coding standards, and conduct code reviews.
• Ensure NCA cybersecurity controls and Secure SDLC principles are applied in every sprint.
• Maintain up‑to‑date architecture documentation and coordinate database design with the DBA.
• Oversee integration with the client’s Identity Server, external government services, and RBAC implementation.

Required profile

• Fluent Arabic speaker.
• Bachelor’s degree in Computer Science, Software Engineering or equivalent.
• 9+ years of software development experience, including at least 3 years in a technical leadership role.
• Proven experience leading Agile/Scrum teams and managing code‑quality governance.
• Hands‑on experience maintaining legacy systems while delivering new functionality.

Required skills

• .NET Core (expert level) for back‑end development.
• ASP.NET WebForms maintenance and support.
• Angular (latest LTS) front‑end development.
• SQL Server (T‑SQL) and Oracle (PL/SQL) database expertise.
• Entity Framework Core ORM migration.
• Azure DevOps (or equivalent) CI/CD pipeline ownership.
• AppDynamics (or equivalent APM) performance monitoring.
• Identity Server / OpenID Connect / OAuth 2.0 SSO with MFA.
• RBAC design and implementation.
• Secure SDLC and OWASP Top 10 knowledge.
