Stakeholder Manager – Civil Infrastructure

About the role

The Stakeholder Manager – Civil Infrastructure will lead relationships with key Saudi Arabian government authorities, utility providers and telecom stakeholders. The role ensures that design and infrastructure planning are fully integrated with approval processes, NOCs and project delivery timelines.

Key responsibilities

• Manage stakeholder relationships with entities such as MoMRA, SEC, NWC, STC, RCRC, Aramco, Civil Defense and MOC, focusing on design and infrastructure requirements.
• Lead authority submissions, NOC approvals and ensure design compliance with infrastructure standards.
• Coordinate technical interfaces between design teams, utilities and stakeholders, handling connections, diversions and protection requirements.
• Facilitate design review meetings and stakeholder workshops, tracking actions and decisions.
• Identify and resolve issues that could affect scope, cost, schedule or design integrity.
• Maintain registers, approval trackers and action logs, and provide regular updates to project leadership.

Required profile

• 10+ years of experience in stakeholder, interface or infrastructure management.
• Proven track record working with KSA government authorities and utility providers on infrastructure projects.
• Strong understanding of KSA approval, NOC and utility coordination processes.
• Experience coordinating between design teams and external stakeholders.
• Excellent communication, negotiation and relationship‑management skills.
• Civil engineering or infrastructure background is essential.
