Community Planner (Secret Clearance)

About the role

KBR's PSAB program delivers BASE OPERATING SUPPORT-INSTALLATION (BOS-I) services at Prince Sultan Air Base in Saudi Arabia, supporting the 378th Air Expeditionary Wing, mission partners, tenant units and five remote Army sites. The Community Planner manages human and physical aspects of community, regional, urban, comprehensive and land-use plans, and helps develop and maintain the Installation Development Plan (IDP) and other planning studies used for installation, land-use and investment decisions.

Key responsibilities

• Ensure compatible use planning between on- and off-installation facilities and infrastructure, with a regional and local perspective of conditions off the installation
• Plan, program, budget and execute projects, using cost estimating tools to produce government estimates
• Collect data and evaluate factors affecting the physical development, maintenance and management of infrastructure assets
• Prepare planning studies, analyze quantitative and qualitative data, and ensure contractual performance objectives and submittals are met
• Support U.S. deployed forces and KSA, work with a diverse international workforce, and respond within two hours of notification to meet government personnel on the installation
• Safeguard government and contractor property and comply with U.S. law, Saudi Labor Law, FGS, OEBGD, AFI and local standards
• Deliver services to about 4,000 personnel and work in a wartime or contingency environment; overtime, shifts and occasional travel may be required

Required profile

• Bachelor's degree in Community Planning, Architecture or Engineering; community planning experience can waive the degree requirement
• At least 4 years of work experience on similar projects
• U.S. citizen with a current U.S. driver's license, a passport book with at least 13 months of validity and 6 blank visa pages
• Valid U.S. SECRET security clearance
• Fluent reading, writing, speaking and understanding of English
• Ability to lift up to 35 lb alone and 50 lb with a team, and to work indoors and outdoors with possible exposure to heat, cold, dust and noise
• Meets CENTCOM MOD-15 theater requirements

Preferred qualifications

• Completion of the AFIT WENG 519 Air Force Installation Planning Principles course
• Experience setting up DOD/USAF bare bases and performing change and growth management
