Consultant – Software Solutions for Resident Products

About the role

The Consultant will design, develop and support reliable digital services for resident‑related products within the government‑focused Absher division. Working closely with product, project and technical teams, the role ensures solutions are scalable, secure and aligned with business objectives and Elm’s quality standards.

Key responsibilities

• Design and architect software solutions that meet functional and non‑functional requirements while ensuring scalability, maintainability and security.
• Develop and implement software components following approved architecture, coding standards and technical guidelines.
• Troubleshoot complex technical issues, perform root‑cause analysis and recommend corrective actions to improve performance and reliability.
• Support product delivery by coordinating with cross‑functional teams, tracking resources, timelines, risks and dependencies.
• Prepare technical documentation, design specifications, integration details and recommendations for stakeholders.
• Contribute to effort estimation, cost assessment and feasibility analysis for proposed solutions.
• Ensure development, testing and deployment activities comply with best practices, quality standards and regulatory requirements.

Required profile

• Proven experience delivering software solutions in a government or large‑scale digital services environment.
• Strong analytical skills to translate business and technical requirements into viable solution designs.
• Ability to work collaboratively with product, project and technical teams and manage technical workstreams.
• Excellent problem‑solving mindset with a focus on performance optimisation and preventive maintenance.
• Familiarity with effort estimation, cost analysis and compliance processes.
