HR Personnel – Vendor & Manpower Management

About the role

We are seeking an HR Personnel professional to oversee personnel administration, manage manpower vendors, and coordinate outsourced workforce for projects in Saudi Arabia. The role ensures compliance with Saudi labor regulations while supporting project staffing needs.

Key responsibilities

• Manage relationships with manpower supply vendors and subcontractors.
• Coordinate manpower requirements with project teams and vendors.
• Review and process vendor manpower invoices and timesheets.
• Monitor vendor compliance with contract terms and Saudi labor regulations.
• Track vendor performance, including response time, quality, and compliance.
• Coordinate mobilization and demobilization of outsourced workforce.
• Ensure vendor workers have valid documentation (Iqama, medical, safety certifications).
• Handle vendor worker complaints and escalations.
• Maintain vendor worker database and headcount tracking.
• Support vendor contract renewals and negotiations with procurement.
• Coordinate accommodation, transportation, uniform, and PPE for project staff.
• Prepare manpower utilization and attendance reports for projects and clients.

Required profile

• Degree in HR or Business Administration.
• Minimum 4 years of HR administration experience in Saudi Arabia.
• Proven experience managing manpower vendors and subcontractors.
• Strong knowledge of Saudi Labor Law and GOSI.
• Experience with Qiwa, Mudad, Muqeem, Balady, and TAMM systems.
• Excellent coordination and communication skills.
• Fluent in Arabic and English.
