HSSE Specialist – Riyadh

About the role

The HSSE Specialist will support Hill International’s projects in Riyadh by ensuring that all supervision consultants and contractors meet the highest health, safety, security and environmental standards. Reporting to the HSSE Section Head, the role focuses on compliance, performance measurement and continuous improvement of HSE practices on site.

Key responsibilities

• Verify that all supervision consultants and contractors have adequate HSE provisions in line with policy, contract conditions, and local/international regulations.
• Measure HSE performance, identify gaps, and recommend corrective actions.
• Investigate accidents and incidents, determine root causes, and propose preventive measures.
• Record and follow up on safety hazards and non‑conformances with regulators and relevant authorities.
• Coordinate with the PMC Project Manager and Construction Manager to implement effective HSE systems.
• Train and induct staff on HSE procedures.
• Review and approve contractors’ HSE documents, submittals and drawings for suitability and compliance.
• Conduct scheduled and unscheduled HSE audits and inspections, reporting findings to project management.

Required profile

• Degree in engineering or equivalent work experience.
• Extensive experience (approximately 10 years) in HSE management within construction projects.
• Strong knowledge of local Saudi Arabian HSE regulations and international standards.
• Ability to liaise with employers, PMC, and local enforcement authorities.
