Materials Specialist – Roads & Bridges

About the role

Parsons is seeking an experienced Materials Specialist to lead material assurance and control for large‑scale road and bridge projects in Riyadh. You will ensure that all materials meet project specifications, local standards, and performance requirements.

Key responsibilities

• Review and approve material submittals, specifications, and mix designs for roads, bridges, and related infrastructure.
• Monitor materials testing programs for compliance with ASTM, AASHTO, BS, SASO and other applicable standards.
• Audit testing laboratories, overseeing calibration, certification, and testing procedures.
• Advise on material selection, durability, and suitability for Riyadh’s environmental conditions.
• Develop and implement QA/QC procedures for all construction materials.
• Participate in design coordination meetings, site inspections, and technical reviews.
• Evaluate contractor and consultant submittals, identify non‑conformances, and track corrective actions.
• Attend material SATs/FATs and inspect factories, batching plants, quarries, and other production units.
• Maintain the Approved Vendors list.

Required profile

• Bachelor’s degree in Civil Engineering, Materials Engineering, or Geology (Master’s preferred).
• Minimum 15 years of materials engineering experience on large infrastructure or highway projects.
• Proven track record in materials testing, quality assurance, and compliance.
• Familiarity with international and Saudi material standards.
• Experience in a Program Management Office or client/consultant environment is a plus.

Required skills

• ASTM, AASHTO, BS, SASO standards.
• Materials testing and mix‑design expertise (asphalt, concrete, aggregates, soils, geotechnical).
• Quality Assurance (QA) and Quality Control (QC) systems.
• Statistical Process Control.
• Interpretation of design drawings, specifications, and material standards.
