Tender Engineer

About the role

The Tender Engineer will lead the review of tender documents and the preparation of technical and commercial proposals for construction and infrastructure projects. You will develop methodologies, execution plans and coordinate with internal teams to ensure competitive and timely submissions.

Key responsibilities

• Review tender invitations, drawings, specifications and contracts to assess scope, risks and deliverables.
• Prepare tender summaries, bid/no‑bid recommendations and identify required clarifications.
• Develop comprehensive technical proposals, construction methodologies, work sequences and execution strategies.
• Create project organization, resource and mobilization plans and collaborate with engineering, planning, procurement and commercial teams.
• Produce method statements, technical presentations and support preliminary scheduling.
• Coordinate with subcontractors and suppliers for technical inputs and quotations.
• Participate in clarification meetings, compile and submit complete tender packages and maintain tender records.
• Maintain a database of past tenders, monitor market trends and support continuous improvement of tendering processes.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Engineering or related discipline.
• Minimum 5 years of tendering and proposal preparation experience in the construction industry.
• At least 3 years of experience working in Saudi Arabia with a contracting company.
• Experience with infrastructure, roads, utilities, tunnels, railways or building projects is preferred.
• Familiarity with public and private sector tendering processes.

Required skills

• Strong understanding of construction methods and project execution.
• Ability to interpret drawings, specifications and contract documents.
• Proficiency in Microsoft Office Suite.
• Knowledge of Primavera P6.
• Knowledge of AutoCAD.
