Commercial Manager – Large‑Scale Giga Projects

About the role

Parsons is seeking an experienced Commercial Manager to lead the full commercial lifecycle of a large‑scale giga project in Riyadh. You will shape commercial strategy, manage contracts, control costs and mitigate risks while aligning with client objectives and Vision 2030 goals.

Key responsibilities

• Develop and implement commercial strategy for multi‑billion‑dollar projects.
• Lead and mentor cross‑functional commercial teams across contracts, procurement, quantity surveying and claims.
• Oversee end‑to‑end contract management for consultancy, EPC, design‑build and subcontractor agreements.
• Negotiate high‑value contracts, framework agreements and strategic partnerships.
• Manage variations, change orders and claims to protect project and client interests.
• Ensure compliance with FIDIC, local Saudi law and regulatory requirements.
• Establish budgets, cost plans and forecasts; drive cost reporting and value‑engineering initiatives.
• Analyze financial risks and recommend margin‑improving strategies.
• Develop procurement strategies and oversee tendering, bid evaluation and award processes.

Required profile

• Minimum 10 years of experience in commercial management for large construction or infrastructure projects.
• Proven track record of leading multi‑disciplinary commercial teams.
• Strong understanding of Saudi construction regulations and Vision 2030 objectives.
