Cost Manager

About the role

Parsons is seeking a Cost Manager to support the financial performance of major infrastructure and construction projects. The role involves overseeing cost planning, budgeting, forecasting, and cost control throughout the project lifecycle, ensuring accurate monitoring and reporting to enable effective decision‑making.

Key responsibilities

• Develop and maintain project budgets, cost plans, estimates and control baselines.
• Monitor project costs, commitments, expenditures, accruals and forecasts across the lifecycle.
• Track budget utilization, identify variances, trends and financial risks.
• Prepare cost estimates, cash‑flow forecasts, expenditure plans and funding requirements.
• Align project scope, WBS, schedules and cost data.
• Produce periodic cost reports, dashboards, financial summaries and performance reports.
• Perform cost variance analysis and recommend corrective actions.
• Support preparation of Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts.
• Maintain accurate cost records, documentation and reporting databases.
• Evaluate design changes, variations and scope modifications from a cost‑engineering perspective.
• Review contractor quotations and variation submissions.
• Maintain change registers, variation logs and cost tracking records.
• Coordinate with Planning, Commercial, Procurement, Engineering, Finance and Project Controls teams.
• Support Earned Value Management (EVM) analysis and cost performance measurement.

Required profile

• Proven experience in cost management for large infrastructure or construction projects.
• Strong analytical ability to monitor, forecast and control project costs.
• Familiarity with Earned Value Management principles.
• Experience preparing cost reports, variance analyses and executive dashboards.
• Ability to work collaboratively with multidisciplinary project teams.
