HSE Manager

About the role

Bechtel is seeking an experienced HSE Manager to lead a dedicated team responsible for industrial hygiene and overall health, safety and environment (HSE) performance on the Expo 2030 Riyadh infrastructure programme. The role will support the delivery of early works, utilities and public spaces while ensuring compliance with Saudi Arabian regulations and international sustainability standards.

Key responsibilities

• Develop, implement and maintain HSE Management Plans for the Expo 2030 site.
• Conduct risk assessments and manage contractor assurance programmes.
• Monitor HSE performance, conduct audits and ensure ISO 14001 and ISO 45001 compliance.
• Lead incident investigation methodologies and drive corrective actions.
• Provide HSE governance, reporting and liaison with Saudi Arabian regulatory authorities.
• Promote a culture of safety across all project teams and subcontractors.

Required profile

• Minimum 180 months (15 years) of HSE experience in construction or large‑scale infrastructure projects.
• Proven leadership of multidisciplinary HSE teams.
• In‑depth knowledge of Saudi Arabian HSE regulations and international standards.
• Experience delivering projects with high public visibility and stakeholder engagement.
