National Talent & Compliance Lead (KSA)

About the role

Horizontal Digital is seeking a senior KSA‑national professional to lead both compliance & visa management and Saudi national talent acquisition. You will be the primary internal point of contact for Saudization, government relations and the full visa lifecycle, while also driving proactive hiring of Saudi talent to meet Nitaqat obligations.

Key responsibilities

• Manage end‑to‑end visa and iqama processes for expatriates and their families, including applications, renewals, cancellations and travel visas.
• Own the company’s Nitaqat/Saudization position, track headcount ratios, flag risks and propose corrective actions.
• Monitor changes to KSA labour law, MHRSD regulations and Qiwa/Muqeem/GOSI platforms, translating them into actionable guidance.
• Lead sourcing, screening and recruitment of Saudi national candidates, building a strong talent pipeline.
• Design and implement programs to attract, develop and retain Saudi talent, such as university partnerships and graduate initiatives.
• Coordinate health‑insurance enrolments and updates with the insurance broker for employees and dependents.
• Maintain accurate compliance, visa and recruitment reporting for leadership.

Required profile

• KSA national comfortable engaging with government officials and senior leadership.
• Deep knowledge of Saudi labour law, visa/immigration processes and the Nitaqat program.
• Proactive, forward‑looking thinker who flags risks early.
• Strong communicator able to advise and influence senior stakeholders.
• Meticulous with time‑sensitive paperwork and confidential information.
• Experienced recruiter passionate about finding and engaging local talent.
