Senior Cost Controller – Project Development & Procurement

About the role

The Senior Cost Controller – Project Development & Procurement will support the planning, monitoring, control and reporting of costs for the company’s development and construction projects. Reporting to the Finance Director, the role works closely with Project Development, Facilities Management and Finance teams to ensure projects stay within approved budgets and comply with governance standards.

Key responsibilities

• Develop and maintain cost control procedures, reporting tools and monitoring frameworks for projects.
• Track project expenditures against budgets, commitments and forecasts, highlighting variances, risks and opportunities.
• Prepare detailed cost reports, commitment registers, cash‑flow forecasts and budget tracking schedules.
• Review contractor, consultant and supplier payment applications for contractual compliance.
• Produce monthly cost reports and management dashboards that summarise performance and forecast outcomes.
• Support evaluation of change orders, variations and claims, assessing potential cost impacts.
• Assist in budgeting, capital‑expenditure forecasting and preparation of estimates at completion (EAC) and estimates to complete (ETC).
• Coordinate periodic budget reviews and forecast updates with project stakeholders.
• Help establish and improve procurement policies, procedures, controls and supplier management processes.
• Participate in tendering, bid evaluation, commercial assessment and contract award activities.

Required profile

• Saudi nationality (Saudi Only).
• Significant experience in cost control, budgeting and forecasting within large‑scale development or construction projects.
• Proven ability to work with cross‑functional teams including finance, project development and facilities management.
• Strong analytical mindset with experience in preparing cost reports, cash‑flow forecasts and variance analysis.
• Experience in procurement processes, supplier evaluation and contract administration is preferred.
