Senior Manager, Government Affairs – Saudi Arabia

About the role

Oracle is creating a new Senior Manager, Government Affairs position in Riyadh to lead its engagement with Saudi government officials, trade associations and policy stakeholders. Reporting to the Director of Government Affairs for the Middle East, you will ensure Oracle is recognised as a constructive contributor to national digital priorities.

Key responsibilities

• Identify, monitor and analyse regulatory initiatives in Saudi Arabia that could impact Oracle’s business or its customers.
• Develop and execute strategic policy plans, coordinating cross‑functional teams to seize opportunities and mitigate risks.
• Build and maintain relationships with government officials, think‑tanks, industry coalitions and trade associations.
• Represent Oracle before public institutions and industry forums, articulating the company’s position on key policy issues.
• Collaborate with legal, compliance, security, privacy, corporate communication and business units to ensure a unified approach to public policy.
• Provide senior management with timely insights on emerging regulations and advise on business implications.

Required profile

• Significant experience in government affairs, public policy or related roles, preferably within the technology sector.
• Deep knowledge of the Saudi regulatory environment, including data sovereignty, cybersecurity and cloud services.
• Proven ability to influence senior stakeholders and build coalitions.
• Excellent communication and negotiation skills, with fluency in English; Arabic is a strong advantage.
