Business Development Manager – Saudi Arabia & MENA

About the role

The Business Development Manager will drive market strategy and expansion for the company across Saudi Arabia and the wider MENA region. Reporting to senior leadership, the role bridges the China headquarters and local teams to secure new opportunities aligned with Vision 2030.

Key responsibilities

• Design and implement market entry and growth strategies, monitoring policy trends, industry developments and tender opportunities.
• Build and maintain relationships with Saudi government agencies, PIF‑affiliated enterprises, major conglomerates, telecom operators and Chinese firms expanding overseas.
• Lead end‑to‑end project cycles: RFP/RFI responses, quotations, solution presentations, proof‑of‑concept validation and contract negotiations.
• Promote localization by collaborating with local partners, distributors and system integrators, meeting local content requirements.
• Coordinate cross‑functional resources (technology, product, legal, finance) between the China HQ and Saudi team.
• Provide regular market analysis, competitive intelligence and sales forecasts to headquarters.
• Represent the company at industry exhibitions, business forums and government events while ensuring compliance with Saudi laws and internal policies.

Required profile

• Bachelor’s degree or higher in marketing, international trade, business management or related field.
• Minimum 5 years B2B business development or enterprise sales experience, with at least 2 years in Saudi Arabia or the broader Middle East.
• Proven experience living or working in Saudi Arabia or Gulf countries and strong understanding of local business culture, legal frameworks and public procurement processes.
• Fluent English; Arabic proficiency is a plus.
