Head of Procurement

About the role

The Head of Procurement will lead and govern the procurement and contracting function for a real‑estate development and property operations business. The role ensures transparent, timely and commercially sound sourcing of goods, services, contractors and consultants while aligning procurement priorities with the company’s overall strategy.

Key responsibilities

• Develop and execute the procurement strategy, category plans and annual procurement plan, consolidating CAPEX and OPEX demand.
• Lead end‑to‑end sourcing and tendering activities (RFI/RFQ/RFP), evaluate bids, negotiate contracts and oversee contract formation, administration and close‑out.
• Establish supplier pre‑qualification, onboarding and performance evaluation frameworks, managing strategic supplier relationships.
• Maintain and continuously improve procurement policies, SOPs, authority matrices and controls to ensure compliance and risk mitigation.
• Partner with Development, Projects, Property/Facility Management, Finance, Legal and other functions, championing ERP and Procure‑to‑Pay automation and data‑driven decision‑making.

Required profile

• Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, Engineering or related field; Master’s degree is an advantage.
• Senior leadership experience in procurement and contracts within complex, project‑based organisations, preferably in real‑estate or construction.
• Professional procurement or contract‑management certification (e.g., CIPS, CPSM, CCMP) is a plus.
• Professional proficiency in Arabic and English.
