Treaties Advisor

About the role

The Treaties Advisor supports ZATCA’s International Relations and Treaties functions by developing, implementing and managing customs treaty models, agreements and contracts. The role involves legal assessment, research, and advisory work to ensure treaties align with Saudi interests and customs regulations.

Key responsibilities

• Conduct research, benchmark countries and evaluate trends to propose potential customs treaty opportunities.
• Prepare legal assessments, research results and draft analyses for target countries.
• Coordinate with International Relations to shortlist and select strategically significant treaties.
• Develop and draft customs treaty proposals using predefined templates and guidelines.
• Update treaty agreement templates, forms and tools; lead discussion groups to finalize legal drafts.
• Support negotiations with foreign representatives and ensure compliance with agreed terms.
• Monitor treaty performance, report conflicts, and devise resolution procedures.
• Perform due‑diligence on customs calculations for firms entering the Saudi market.
• Maintain and optimise the customs treaties database and produce periodic performance reports.
• Assist junior team members and resolve escalated issues.

Required profile

• Experienced professional capable of working with general directions and handling complex operational activities.
• Strong analytical and advisory skills with the ability to resolve escalated matters.
• Excellent coordination and communication abilities to work with internal and external stakeholders.
