HSE Manager – Contractor HSE Management System (Rabigh, Saudi Arabia)

About the role

KBR is seeking an experienced HSE Manager to establish and maintain a Contractor HSE Management System that complies with OHSAS and ISO standards at its Rabigh site in Saudi Arabia. The role involves leading audits, investigations, and continuous improvement of health, safety and environmental practices across refinery and petrochemical operations.

Key responsibilities

• Develop and maintain documentation, operational checks and reports to ensure compliance with OHSAS and ISO standards.
• Monitor HSE controllers, schedule and execute continuous audits, and manage corrective and preventive actions.
• Investigate root‑cause of HSE complaints, accidents and near‑miss incidents and report findings to the HSEQ manager.
• Coordinate and participate in accident investigations, safe work permit audits, and job safety analyses.
• Conduct regular emergency response drills, maintain records and recommend improvements.
• Prepare weekly and monthly HSE performance reports, statistics and presentations.
• Assist in developing field emergency response procedures and evacuation plans.
• Support field HSE meetings and ensure compliance with SAP system reporting.

Required profile

• Bachelor’s degree in Health, Safety, Environment Management, Chemical Engineering or equivalent.
• Minimum 12 + years of HSE experience in refinery or petrochemical environments.
• Fluent written and spoken English.
• Strong knowledge of SAP systems and process plant operations.
• Proven ability in root‑cause analysis and maintenance execution management.
