HSE Manager (Shift Coordinator) – Saudi National

About the role

Parsons is seeking an experienced HSE Manager to act as the Shift Coordinator for a large‑scale airfield/airport construction project in Saudi Arabia. The role involves overseeing health, safety and environmental activities across all shifts, ensuring compliance with local and international regulations, and fostering a strong safety culture among multidisciplinary teams.

Key responsibilities

• Develop, implement and enforce HSE policies, procedures and contractual obligations.
• Conduct regular site inspections, audits and risk assessments (JSA, HIRA) to identify hazards and drive corrective actions.
• Serve as the primary HSE authority on assigned shifts, providing hands‑on supervision, safety briefings and toolbox talks.
• Manage shift handovers, incident reporting and continuity of HSE practices for 24/7 operations.
• Review and approve method statements, permits‑to‑work and control measures for high‑risk activities such as hot works, confined space entry, airside operations and work at heights.
• Lead emergency preparedness, response planning and post‑incident investigations.

Required profile

• Minimum 15 years of progressive HSE experience, including supervisory roles on major infrastructure or aviation projects.
• Saudi national status.
• Proven ability to manage safety programs on rotating or continuous‑shift environments.
• Strong knowledge of local, international and industry‑specific HSE regulations.
