Senior Consultant – Financial Sustainability & Spend Efficiency (MENA)

About the role

EY is seeking a Senior Consultant to lead Financial Sustainability and Spend Efficiency initiatives for government and public sector clients across the MENA region. The role involves designing operating models, developing financial sustainability strategies, and driving cost‑saving projects.

Key responsibilities

• Lead projects to establish and enhance spending efficiency units within governmental entities.
• Design and refine operating models, defining functions and KPIs to meet authority requirements.
• Develop and implement financial sustainability strategies and conduct financial analysis, budget and spend reviews.
• Analyze the full procurement cycle and identify opportunities for cost savings and efficient resource allocation.
• Identify CAPEX and OPEX challenges and recommend solutions to reduce spend.
• Produce project documentation (project plan, charter, resource plan, progress reports) and ensure timely delivery.
• Manage project budgets, billing, and collections.
• Build and maintain professional relationships with clients and project team members.

Required profile

• Minimum 6 years of relevant experience (approximately 72 months) in financial sustainability, spend efficiency or related consulting.
• Proven experience working with government procurement cycles and public‑sector financial projects.
• Strong analytical and problem‑solving abilities.
