Senior Project Manager – Digital Transformation & Smart City

About the role

We are looking for a dynamic Senior Project Manager to lead the delivery of innovative smart‑city services for Qiddiya. The role focuses on integrating software platforms, AI, and data‑driven solutions to improve the experience of residents and visitors while ensuring seamless alignment between digital and physical infrastructure.

Key responsibilities

• Lead end‑to‑end delivery of cloud, hybrid and on‑premises applications, including AI‑driven operational solutions.
• Drive benefit realization and ROI by ensuring digital solutions are adopted across city departments such as City Operations and Security Operations.
• Manage Agile and DevOps delivery cycles, meeting governance gates for data privacy, ethical compliance and security.
• Represent City Operations IT in Asset Infrastructure Design & Delivery and Technical Design Working Groups.
• Oversee the Master System Integrator (MSI) lifecycle – design, build, operate and transfer – for smart‑city services.
• Ensure rigorous quality control through structured artefact review processes aligned with international standards.
• Collaborate with Qiddiya Technology, district teams and business units to manage system integration and service deployment.
• Provide strategic updates and performance reporting to executive leadership and the QIC City Operations IT PMO.
• Lead procurement activities, including RFP development, vendor selection and regulatory compliance.

Required profile

• Bachelor’s degree in Business Administration, Management or a related field.
• 10+ years of experience as a Programme/Project Manager, preferably in smart‑city initiatives or large‑scale infrastructure projects.
• Strong understanding of the Master System Integrator (MSI) lifecycle and design‑build‑operate/transfer models.
• Proven ability to manage complex, cross‑functional projects and deliver high‑quality artefacts.
