Estimation Manager

About the role

Our client, an international consultancy, is seeking an Estimation Manager to lead the estimation function for a large‑scale infrastructure project in Riyadh. The role requires a senior professional with extensive experience in cost estimation and a strong background in the MENA construction market.

Key responsibilities

• Define and communicate the Estimation Department’s strategic objectives, plans and annual budget.
• Develop and enforce department guidelines, policies and procedures, ensuring compliance with strategic direction.
• Collaborate with pre‑bid teams and hand over awarded projects to the Construction Manager.
• Assess project feasibility covering technical, engineering, manpower, material, service and equipment aspects.
• Review and approve project budgets, incorporating profit margins and cost estimates.
• Coordinate with management and estimators to set project cost, profit margin and overall budget.
• Oversee preparation of proposals and ensure accurate quantity take‑offs from drawings, sketches and specifications.
• Validate material quantities and verify that RFP drawings and design scopes are complete.
• Provide guidance and authorization to department personnel for major plans and procedures.

Required profile

• Minimum 20 years of post‑graduate experience.
• At least 10 years in a senior estimation role on large‑scale infrastructure projects.
• Bachelor’s degree in Quantity Surveying.
• Proven experience with a leading contractor on major infrastructure works in the MENA region.
