HR Development Specialist – Learning & Development Role

About the role

We are seeking an HR Development Specialist to lead learning and development initiatives for a large operational workforce in Dammam. The role focuses on identifying skill gaps, designing training programmes, and enhancing employee performance.

Key responsibilities

• Identify training and competency gaps across the workforce.
• Coordinate impactful training, workshops and on‑the‑job development programmes.
• Support the development of competency frameworks for operational and supervisory employees.
• Help employees progress through structured performance and development plans.
• Support career development and succession planning initiatives.
• Measure training effectiveness and use insights to continuously improve development programmes.
• Contribute to wider HR development and employee engagement initiatives across different sites and departments.

Required profile

• Saudi nationality – essential.
• Immediate availability – essential.
• Bachelor's degree in Human Resources, Business Administration or a related field.
• 3–5 years of experience in HR Development, Learning & Development or Training.
• Hands‑on exposure to training needs analysis, competency development and employee development.
• Experience supporting an operational, support‑services or labour‑intensive workforce is highly advantageous.
• Strong communication, organisation and stakeholder‑management skills.
• Exposure to HRIS and/or Learning Management Systems (LMS).

What we offer

• Up to SAR 11,500 per month total package, inclusive of base salary and fixed allowances.
• Location in Dammam, Saudi Arabia, within an established and diversified Saudi group.
