Lead Cost Engineer

About the role

Parsons is seeking a Lead Cost Engineer to drive cost planning, budgeting, forecasting, cost control, change management and financial reporting across major infrastructure and construction projects. You will ensure accurate cost monitoring and analysis to support effective project delivery and informed decision‑making.

Key responsibilities

• Develop and maintain project budgets, cost plans, estimates and control baselines.
• Monitor project costs, commitments, expenditures, accruals, forecasts and approved budgets throughout the lifecycle.
• Track budget utilization, identify variances, trends and financial risks.
• Prepare cost estimates, cash‑flow forecasts, expenditure plans and funding requirements.
• Align project scope, Work Breakdown Structure (WBS), schedules and cost data.
• Produce periodic cost reports, dashboards, financial summaries and performance reports.
• Perform cost variance analysis and recommend corrective actions.
• Support Estimate at Completion (EAC) and Estimate to Complete (ETC) forecasts.
• Maintain accurate cost records, supporting documentation and reporting databases.
• Evaluate design changes, variations, scope modifications and change requests from a cost engineering perspective.
• Review contractor quotations and variation submissions.
• Maintain change registers, variation logs and cost tracking records.
• Coordinate with Planning, Commercial, Procurement, Engineering, Finance and Project Controls teams.
• Support Earned Value Management (EVM) analysis and cost performance measurement.
• Participate in project reviews, progress meetings, cost workshops and commercial discussions.
• Identify cost risks, support mitigation strategies and contribute to value engineering initiatives.
