Project Quality Manager

About the role

Parsons is seeking an experienced Project Quality Manager to lead quality initiatives across large-scale airport and infrastructure projects. The role will drive the development, implementation and continuous improvement of the Project Quality Management Plan, ensuring that all design, construction and commissioning activities meet the highest standards.

Key responsibilities

• Develop and implement the Project Quality Management Plan (PQMP) and define quality objectives, procedures and performance indicators.
• Coordinate with QA/QC teams, engineers, inspectors, consultants and contractors to embed quality requirements throughout design, procurement, construction, testing and hand‑over phases.
• Review and monitor contractor and consultant Quality Management Plans, Inspection and Test Plans, and related procedures.
• Conduct quality audits, assessments and compliance reviews; manage corrective and preventive actions.
• Oversee construction quality for airport terminals, airside infrastructure, roads, utilities, MEP, ICT and specialist airport systems.
• Manage Non‑Conformance Reports, site observations, audit findings and quality improvement actions to ensure timely closure.
• Support design reviews, technical assurance, constructability assessments and compliance with codes, standards and client requirements.
• Assist testing, commissioning and operational readiness activities by reviewing procedures, test results and completion documentation.
• Prepare quality dashboards, reports and performance updates for senior management.

Required profile

• Bachelor’s degree in engineering, construction management, quality management or a related discipline.
• Minimum 15 years of experience in quality management, QA/QC or construction quality assurance on major airport, aviation, transportation or large‑scale infrastructure projects.
• Proven ability to manage quality systems in complex, multidisciplinary EPC/PMC environments.
• Strong leadership, communication and stakeholder‑management capabilities.
