Senior Procurement Manager – Construction Projects

About the role

AECOM is seeking a Senior Procurement Manager to lead procurement activities for large‑scale construction projects in Saudi Arabia. The role will define procurement strategy, drive commercial negotiations and ensure full compliance with company policies and Saudi regulations.

Key responsibilities

• Develop and implement comprehensive procurement strategies aligned with project objectives, budgets and schedules.
• Lead end‑to‑end procurement processes including requisitioning, tendering, bid evaluation, negotiation, contract award and supplier induction.
• Manage, mentor and develop procurement teams to deliver cost‑effective and timely solutions.
• Conduct sophisticated commercial negotiations with suppliers, subcontractors and vendors to secure optimal terms and risk allocation.
• Prepare, review and approve procurement documentation such as RFQs, RFPs, contracts, scopes of work, purchase orders and bid evaluation reports.
• Ensure all procurement activities comply with company policies, contractual requirements and applicable Saudi regulations.
• Establish and maintain strategic supplier relationships, monitor performance, delivery schedules and quality standards.
• Collaborate with project management, engineering and commercial teams to align procurement with overall project delivery.

Required profile

• Extensive experience in procurement for construction and infrastructure projects.
• Proven commercial acumen and success operating in Saudi and Middle‑Eastern markets.
• Strong track record of leading complex commercial negotiations and managing supplier performance.
• Ability to develop and mentor high‑performing procurement teams.
• In‑depth knowledge of Saudi procurement regulations and industry standards.
