Cost Section Manager

About the role

Parsons Corporation is seeking a Cost Section Manager to lead cost management for the Soudah Development Project in Saudi Arabia. The role will oversee cost accrual, forecasting, budgeting, and reporting across multiple project streams, ensuring alignment with program standards and delivery partners.

Key responsibilities

• Manage cost accrual, forecasting, and budget tracking for individual projects and the overall program.
• Establish standardized Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS) in coordination with Soudah Development and delivery partners.
• Coordinate closely with Project Controls to implement effective cost, risk, and change management controls.
• Develop and enforce cost and estimating management standards based on market best practices.
• Lead estimating tasks, assign team members according to expertise, and ensure adherence to company estimating procedures.
• Provide guidance and resolve complex cost estimating and control issues.
• Interface with Soudah Development and other delivery partners, attend regular meetings, and deliver statistical reports.
• Own the scope and probable cost estimates for all contracted services and ensure timely delivery of estimating products.

Required profile

• Minimum 18 years (216 months) of experience in cost management, estimating, or project controls within large construction or infrastructure projects.
• Proven leadership experience managing multidisciplinary estimating teams.
• Strong analytical skills with ability to develop and enforce cost standards and controls.
• Experience working with international delivery partners and complex multi‑stakeholder environments.
• Ability to communicate technical cost information clearly to senior management.
