Business Development Manager – Public Sector Advisory

Jobs for Humanity is hiring a Business Development Manager in Riyadh. The role centres on developing public sector advisory opportunities across the GCC, managing proposals and bids, and building relationships with procurement officials, client teams and delivery partners.

Key responsibilities

• Identify, qualify and develop public sector advisory opportunities across the GCC, and build relationships with procurement officials, client teams and delivery partners.
• Maintain an up-to-date opportunity pipeline and support leadership visibility on bid status and regional trends.
• Monitor procurement portals such as Etimad and coordinate early engagement to shape opportunities.
• Conduct market and competitor analysis to inform pricing, positioning and strategy.
• Lead proposal submissions, work with technical, legal and finance teams on bids, and support contract negotiations, compliance and onboarding.
• Champion business development best practices, including knowledge management, proposal libraries and standardised templates, profiles and case studies.

Required profile

• 5-7+ years' experience in business development, proposal management or government advisory within consulting, donor or public-sector environments.
• Proven success in public procurement, winning and onboarding public-sector advisory projects in the GCC.
• Understanding of government procurement systems (e.g. Etimad) and experience working with ministries, sovereign entities or multilateral institutions.
• Fluent in written and spoken English and Arabic.

• Strong relationship management and ability to engage senior government stakeholders.
• Organised, able to manage multiple bids and deadlines at once.
• Commercial and analytical judgement on opportunity suitability.
• Proficiency with CRM or pipeline tracking systems.
